TRANSLATION

Success !

..(Verse 1). May Śaṁbhu, the lord of the three worlds, be victorious!‒(he) who has knowledge of all arts, (modes of ) meditations and three eyes, whose body is decorated with serpents, and who has the ornament of a mass of brown matted hair.
